USPS’ Plan for Improved Service
The USPS has released their Vision and Ten-Year Plan to Achieve Financial Sustainability and Service Excellence. Among the topics covered, there is a significant update on delivery times that directly affects our clients’ mailing operations.
The USPS sets standards for how quickly they deliver mail. However, over the past few years, they haven’t met targets for First-Class Mail composite or First-Class Mail 3-to-5-day service standards. The current standards don’t account for the significant decline in mail volumes or the impact of complex and costly transportation networks.
What’s Changing
Currently, the delivery window is fixed at 1 to 3 days. The USPS is proposing a more flexible standard of 1 to 5 days for delivery within the continental United States. This shift would move a considerable portion of First-Class Mail from air to surface transportation, reducing costs and improving overall efficiency.
Impacts of the Proposed Changes
- Local Mail: Mail sent locally (within a three-hour drive time) will still be delivered within two days, with no change in service standard.
- Volume Retention: Most current First-Class Mail and Periodicals volume will retain existing standards, minimizing disruptions for the majority of mailers.
- Modified Standards: Some mail — especially First-Class 3-day volume — will see adjusted service standards based on the distance between origin and destination processing facilities.

Why Surface Transportation
The USPS believes that shifting First-Class Mail and First-Class Packages from air to surface transportation will improve service reliability and reduce rising costs. It also eliminates redundant transportation networks, allowing better use of surface trailers.
Overall, the USPS aims to provide more predictable, reliable service while optimizing operations in response to declining mail volumes. These changes are designed to achieve cost savings and meet or exceed 95 percent on-time reliability.
